NATO Begins Maritime Unmanned Systems Operational Experimentation at Dynamic Messenger 2023

Tróia, Portugal - Today, a distinguished visitors day was held at the end of the Portuguese-led exercise Robotic Experimentation and Prototyping with Maritime Unmanned Systems (REPMUS) and the start of NATO’s Dynamic Messenger 2023, at the Navy Operational Experimentation Centre, in Tróia, Portugal. Visitors were given the opportunity to engage with representatives from academia, industry and various militaries who displayed technologies, with a focus on unmanned vehicles.

While NATO’s Dynamic Messenger Exercise has a focus on integrating maritime unmanned systems into maritime operations, REPMUS focused on capability development and interoperability. Both REPMUS and Dynamic Messenger are enabled by significant partnerships between both industry and academia, a true reflection of multi-domain operations. The exercise is conducted under joint leadership of NATO’s Allied Command Transformation in the United States and NATO’s Allied Maritime Command MARCOM in Northwood, UK 

Tailored to facilitate large-scale operational experimentation, Dynamic Messenger stands as a nexus where NATO’s operational competence converges with ground breaking innovations from industry and academia. The synergy between MARCOM and ACT exemplifies the perfect marriage between strategic transformation and operational efficiency. Through this collaboration, the potential of maritime unmanned systems alongside and other maritime assets, ensures that our doctrine, tactics and operations reflect the very best of what the Alliance can achieve.

“Alongside a commitment to digital transformation, Dynamic Messenger 2023 contributes to NATO’s efforts to become a Multi-Domain Operations-enabled Alliance. The exercise is a venue which allows for consultation and collaboration with industry and academia and, this year, provides ACT an opportunity to introduce our new Operational Experimentation Emerging Disruptive Technologies Task Force,” said General Lavigne, Supreme Allied Commander Transformation.

Dynamic Messenger will welcome fourteen NATO nations and one Partner Nation as participants, along with three observer nations. It is anticipated that approximately 1100 civilian and military personnel are involved ashore and an additional 1000 personnel are participating as part of the crews on the ships, during the second edition of Dynamic Messenger.

Warfare areas that will employ maritime unmanned systems in experiments include the protection of undersea infrastructure, naval mine warfare, maritime security operations, force protection, underwater warfare, amphibious operations, and medical and logistical operations.

Experimentation conducted during Dynamic Messenger will influence how nations interact and employ maritime unmanned systems. New technologies challenge doctrine, tactics, procedures and subsequently training. Technologies help to prepare NATO for future challenges and advances NATO’s digital transformation goals. Dynamic Messenger 23 runs through to the end of September.
