From 3 to 5 September, Blount attended the Lennart Meri Conference held in Tallin, Estonia and met with Kalle Laanet, Minister of Defence of Estonia.
On 6 September Blount visited Latvia where he met with Latvian President Egils Levits, Lieutenant General Leonīds Kalniņš, Chief of Defence of the Republic of Latvia, and Mr Jānis Garisons, State Secretary of Ministry of Defense.

On 7 September Blount visited Lithuania and met with Vice Minister of Defense Žilvinas Tomkus, Lieutenant General Valdemaras Rupsys, Lithuania Chief of Defence and Captain Giedrius Premeneckas, Commander of the Lithuanian Navy.
Vice Admiral Blount received comprehensive briefings on regional security and maritime cooperation between Baltic States and other NATO partners.
Intra-Baltic and Baltic-NATO defence cooperation with the key focus on the Baltic navies was discussed during the meetings as well as deterrence and the defence of the Baltic Area.
"The mutual commitment to support our common security in the region has been immeasurably enhanced since 2004 when Latvia, Estonia, and Lithuania joined NATO," said Blount. "We will keep strengthening our efforts to effectively address any future challenges."
All three Baltic States support NATO Standing Naval Forces.
